Es Presidente y CEO de YPF, ha creado y establecido un ambicioso plan llamado 4X4, desafiando a toda la organización a trabajar junto a 4 pilares estratégicos que seguramente potenciarán la empresa, y el futuro de ésta.
Es un ingeniero químico argentino de la Universidad Nacional de La Plata. En 1994 obtuvo su título de “Master of Science” en Ingeniería del Petróleo en la Universidad de Texas en Austin, y en 2009 participó del Programa Ejecutivo de la Universidad de Stanford en la Escuela de Negocios.
A lo largo de su carrera profesional de más de 35 años, Horacio ha trabajado en la industria del petróleo y gas, desarrollando estrategias de crecimiento en el sector energético en varios países además de Argentina, como Estados Unidos, México, Venezuela, Colombia, Ecuador, Perú y Bolivia. Ha hecho importantes contribuciones al crecimiento y expansión internacional de la actividad, ocupando diferentes posiciones en Operaciones, Desarrollo, Exploración y Estrategia.
Además, Horacio es un profesional altamente respetado en entornos industriales, y una referencia para la actividad energética en la región. Durante 2024 recibió el Premio Alumni Distinguido del Departamento de Ingeniería Petrolera y Geosistemas de la Universidad de Texas en Austin, y el premio “Ing. Gerardo M. Lasalle” de la Academia de Ingeniería de Argentina, como reconocimiento a su carrera profesional. En abril de 2025, recibió el premio Emprendedor del Año® Argentina por EY, en la categoría Ejecutivo.
He is a Chairman and CEO of YPF, he has created and stablished an ambitious plan called 4X4, challenging the entire organization to work beside 4 strategic pillars that will surely reshape the company and its future.
Horacio is an Argentinean distinguished chemical engineer graduate from the National University of La Plata. He awarded his Master’s degree in science of petroleum engineering at the University of Texas at Austin in 1994, and in 2009 he participated in the Stanford University Executive Program at the School of Business.
Throughout his 35-year professional career, Horacio has worked in the Oil and Gas Industry, developing growth strategies in the energy sector in several countries besides Argentina, such as the United States, Mexico, Venezuela, Colombia, Ecuador, Peru and Bolivia. He has made important contributions to the growth and international expansion of the activity, occupying different positions in Operations, Development, Exploration and Strategy.
Moreover, Horacio is a highly respected professional in industry environments and a reference for the energy activity in the region. During 2024 he received the Hildebrand Department of Petroleum and Geosystems Engineering Distinguished Alumni Award from Texas University at Austin, and the award “Ing. Gerardo M. Lasalle” from Argentina’s Engineering Academy, as an acknowledgment for his professional career. In April 2025, he received the Entrepreneur Of The Year® Argentina by EY, in the executive category.
ARCHIMBAL, María de las M.
Es Chief Compliance Officer en YPF S.A. desde mayo de 2021 y está a cargo de la gestión del Programa de Integridad de siete compañías del grupo YPF S.A.
Ha sido designada Co-Chair del Integrity & Compliance Task Force B20 BRASIL 2024 y B20 SUDÁFRICA 2025.
Integra el Comité de Integridad & Anticorrupción y el Comité de Conducta Empresarial Responsable de BIAC at OECD, de la OCDE.
Preside la Comisión de Compliance del Instituto Argentino del Petróleo y el Gas y ocupa el cargo de Co-Chair del Subcomité de Compliance del Comité Anticorrupción de la International Bar Association.
Entre 2006 y 2020, ocupó diversos cargos en los sectores público y privado relacionados con el control interno y rendición de cuentas, políticas públicas, gobierno corporativo, ética, transparencia e integridad.
Es fellow del Programa del Departamento de Estado de los Estados Unidos International Visitors´Leadership Program (IVLP) sobre Rendición de Cuentas en el Gobierno y Transparencia. Ha participado como ponente y moderadora en diversos paneles nacionales e internacionales sobre cumplimiento normativo, transparencia, integridad y ética, rendición de cuentas y políticas públicas. Es autora de diversos artículos sobre los temas mencionados.
Abogada por la Universidad Católica Argentina, Magíster en Relaciones Internacionales y Negociación por la Universidad de San Andrés y la Facultad Latinoamericana de Ciencias Sociales (FLACSO), Magíster en Relaciones Económicas Internacionales por la Universidad de Barcelona y Magíster en Administración y Políticas Públicas por la Universidad de San Andrés. Posee un posgrado en Petróleo y Gas por la Universidad Austral. Está certificada como Profesional de Liderazgo en Ética y Cumplimiento por la Iniciativa de Ética y Cumplimiento. Posee un certificado en Sostenibilidad Corporativa por la Universidad de Yale y diversos posgrados en liderazgo.
She has served as Chief Compliance Officer at YPF S.A. since May 2021, overseeing the Integrity Program across seven companies within the YPF Group.
She has been appointed Co-Chair of the Integrity & Compliance Task Force for both B20 Brazil 2024 and B20 South Africa 2025, highlighting her leadership in global compliance and corporate integrity.
She is a member of Integrity & Anti-Corruption Committee and the Responsible Business Conduct Committee from BIAC at OECD, from OECD.
She chairs the Compliance Commission of the Argentine Institute of Oil and Gas (IAPG) and serves as Co-Chair of the Compliance Subcommittee within the Anti-Corruption Committee of the International Bar Association (IBA).
Between 2006 and 2020, she held various roles in both the public and private sectors, focusing on internal control, accountability, public policy, corporate governance, ethics, transparency, and integrity.
She is a fellow of the U.S. Department of State’s International Visitors Leadership Program (IVLP) on Government Accountability and Transparency and has participated as a speaker and moderator in numerous national and international panels on compliance, ethics, transparency, and public policy. She is also the author of several articles on these topics.
She holds a Law degree from the Pontifical Catholic University of Argentina, and multiple master’s degrees: in International Relations and Negotiation (University of San Andrés and FLACSO), International Economic Relations (University of Barcelona), and Public Administration and Policy (University of San Andrés). She also completed a postgraduate program in Oil & Gas at Universidad Austral and holds certifications in Ethics and Compliance Leadership and Corporate Sustainability from Yale University, along with various executive leadership programs.
DIAZ, Alejandro
Es Síndico General de la Nación Argentina, designado por Decreto N.º 480/2025. Asimismo, preside la Red Federal de Control Público y el Comité Académico del Instituto Superior de Control de la Gestión Pública (ISCGP). Es Contador Público por la Universidad de Buenos Aires (UBA), con estudios de posgrado en Dirección de Empresas (DEP) y Certificación Internacional en Ética y Compliance (CEC).
Desarrolló actividades de auditoría, sindicatura y control gubernamental durante más de 30 años en importantes empresas estatales y, en menor medida, en empresas de capital privado. Actividades de supervisión de control interno en distintas áreas de la Administración Pública desde la creación de la Sindicatura General de la Nación (1993).
A lo largo de su carrera ha ocupado diversos cargos de liderazgo en la Sindicatura General de la Nación, fue Gerente de Auditoría Interna de Nucleoeléctrica Argentina S.A., integrante de su Comité de Integridad y Secretario Ejecutivo de su Comité de Auditoría, además de haber ejercido funciones directivas en empresas del sector energético.
Ha representado a la República Argentina ante la Organización para la Cooperación y el Desarrollo Económicos (OCDE), en la Comisión de Propiedad Estatal y Prácticas de Privatización.
En el ámbito académico, desarrolla una extensa actividad docente en programas de grado y posgrado. Es profesor de Auditoría Gubernamental en la UBA y la Universidad Nacional de La Plata, profesor titular de Política de Empresas en el MBA de la Universidad Católica Argentina (UCA), docente de Gobernanza de Empresas Estatales en programas de formación de directores y expositor habitual en universidades y escuelas de negocios de Argentina y del exterior. Ha sido conferencista internacional en Francia, México, Colombia, Chile, Paraguay, Perú y Brasil.
Es autor de las obras, “La Sindicatura de Sociedades Anónimas y del Estado” (2009,EDICON), “El Gobierno Corporativo en Organizaciones Estatales” (2012, Osmar Buyatti) y “Gestión de Empresas Estatales” (2022, Osmar Buyatti).
Su trayectoria ha sido reconocida con diversas distinciones nacionales e internacionales, entre ellas el Premio Manuel Belgrano, el Premio a la Excelencia de la Federación de Cámaras de Comercio del Mercosur en Montevideo, Uruguay y, en 2022, fue reconocido dentro de los líderes globales en la categoría Audit & Analytics All Star de Dilligent Modern Governance 100.
He is the Auditor General of the Argentine Nation, appointed by Decree No. 480/2025. He also chairs the Federal Network of Public Oversight and the Academic Committee of the Higher Institute for Public Management Oversight (ISCGP). Throughout his career, he has held several leadership positions within SIGEN. He served as Internal Audit Manager at Nucleoeléctrica Argentina S.A., where he was a member of the Integrity Committee and Executive Secretary of the Audit Committee, in addition to holding executive positions in companies within the energy sector.
He has represented the Argentine Republic on the Committee on State Ownership and Privatization Practices at the OECD. In academia, he has developed an extensive teaching career in undergraduate and graduate programs. He is Professor of Government Auditing at the University of Buenos Aires (UBA) and the National University of La Plata, and Professor of Business Policy in the MBA program at the Argentine Catholic University (UCA).
He teaches Corporate Governance in State-Owned Enterprises in executive education programs and is a frequent speaker at universities and business schools in Argentina and abroad. He has also been an international speaker in France, Mexico, Colombia, Chile, Paraguay, Peru, and Brazil.

Abogado y ejecutivo con más de 25 años de experiencia en asuntos legales, gestión corporativa y dirección de empresas.
A lo largo de su trayectoria ocupó posiciones directivas y de responsabilidad en empresas nacionales y multinacionales, estudios jurídicos y organizaciones vinculadas a los sectores de medios de comunicación, servicios públicos y energía.
Cuenta con amplia experiencia en el diseño y liderazgo de estrategias legales corporativas, procesos de auditoría y compliance, negociación y gestión de contratos, reestructuración, adquisición y venta de empresas, así como en la conducción de equipos de trabajo y la interacción con organismos gubernamentales y entidades reguladoras.
Es Máster en Derecho Empresario y cuenta con un Master in Business Administration (MBA) de la Universidad de Palermo.
He is the Director of the “Agency for the Transformation of Public Enterprises.” Previously, he served as Comroller of Public Media.
A lawyer and executive with more than 25 years of experience in legal affairs, corporate management, and business leadership.
Throughout his career, he has held executive and leadership positions at national and multinational companies, law firms, and organizations in the media, public services, and energy sectors.
He has extensive experience in designing and leading corporate legal strategies, audit and compliance processes, contract negotiation and management, corporate restructuring, and the acquisition and sale of companies, as well as in leading teams and interacting with government agencies and regulatory entities.
He holds a Master’s degree in Business Law and a Master of Business Administration (MBA) from the University of Palermo.

Es líder del equipo de Anticorrupción e Integridad en Empresas Estatales en la Dirección de Asuntos Financieros y Empresariales de la OCDE.
Es abogado graduado en Derecho Penal y Procesal Penal por la Universidad de Buenos Aires, posee una Maestría en Derecho Penal y Ciencias Penales por la Universidad de Barcelona y la Universitat Pompeu Fabra, una Maestría en Crimen Organizado, Terrorismo y Seguridad por la Universidad de Essex, y un Doctorado en Derecho por la Queen Mary University of London.
En la OCDE, dirige iniciativas internacionales clave como el programa Compliance without Borders, y cuenta con numerosas publicaciones sobre compliance corporativo, gobernanza y anticorrupción.
He leads the Anti-Corruption and Integrity in State-Owned Enterprises team within the Directorate for Financial and Enterprise Affairs at the OECD.
He holds a Law degree with a specialization in Criminal and Procedural Law from the University of Buenos Aires, a Master’s in Criminal Law and Criminal Sciences from the University of Barcelona and Universitat Pompeu Fabra, a Master’s in Organized Crime, Terrorism and Security from the University of Essex, and a Ph.D. in Law from Queen Mary University of London.

Es copresidenta de Ropes & Gray, una de las mas reconocidas practicas globales de lucha contra la corrupción y riesgos internacionales y de América Latina. Anteriormente, se desempeñó como fiscal federal de EE. UU. y como asesora legal ejecutiva interna de una empresa Fortune 500. Con una trayectoria profesional de más de dos décadas, es reconocida por su amplia experiencia en investigaciones y asuntos de cumplimiento normativo multijurisdiccional relacionado con denuncias de corrupción, lavado de dinero, fraude financiero, fraude en el sector de la salud, fraude fiscal, infracciones ambientales, conducta indebida de ejecutivos y otras presuntas irregularidades de carácter penal y civil. Ha representado a clientes de los principales sectores económicos, incluidos los de la industria aeroespacial, salud y ciencias de la vida, energía, capital privado y otros inversores.
Antes de incorporarse a Ropes & Gray en 2018, María se desempeñó como Executive Counsel, Global Investigations en General Electric, donde lideró y gestionó investigaciones gubernamentales, regulatorias e internas para los negocios de la compañía en toda América Latina. She serves as co-chair of the firm’s award-winning global anti-corruption and international risk practice and Latin America practice and is a former U.S. federal prosecutor and former in-house executive counsel of a Fortune 500 company. With a practice that spans two decades, she is recognized for her significant experience in multijurisdictional investigative and compliance matters involving allegations of corruption, money laundering, financial fraud, health care fraud, tax fraud, environmental violations, executive misconduct, and other alleged criminal and civil misconduct. She has represented clients in every significant business sector, including aerospace, health care and life sciences, energy, private equity and other investors.
Prior to joining Ropes & Gray in 2018, María served as Executive Counsel, Global Investigations for General Electric where she led and managed government, regulatory and internal investigations for the company’s businesses across Latin America. Earlier in her career, she was a trial attorney in the U.S. Department of Justice’s Criminal Division, Fraud Section, and was a member of the Foreign Corrupt Practices Act Unit where she led some of the Department’s most important investigations. María is a native Spanish speaker and a fluent Portuguese speaker.

Integra las prácticas de Anticorrupción y Riesgo Internacional, y de Cumplimiento Gubernamental y Defensa Penal Corporativa (White Collar Criminal Defense) de Ropes & Gray. Su práctica se centra en investigaciones internas y promovidas por organismos gubernamentales relacionadas con asuntos transfronterizos de lucha contra la corrupción, prevención del lavado de dinero y cumplimiento en materia de comercio internacional, así como en otros casos de fraude y conducta indebida. Asimismo, Sean es co-líder de R&G Insights Lab, una iniciativa premiada por el Financial Times que combina servicios jurídicos de primer nivel con análisis de datos y conocimientos de ciencias del comportamiento para abordar algunos de los desafíos más complejos que enfrentan las empresas en la actualidad.

He is a U.S.-trained lawyer based in London and is a member of Ropes & Gray’s Anti-Corruption and International Risk and Government Enforcement / White Collar Criminal Defense practices. Sean’s practice focuses on government-initiated and internal investigations of cross-border anti-corruption, anti-money laundering, and trade compliance matters, as well as other types of fraud and misconduct. Sean also serves as co-leader of the R&G Insights Lab, a Financial Times award-winning differentiated offering that blends world-class legal services with data analytics and behavioral insights to address some of the most complex challenges facing businesses today.
Sean has deep experience in the oil and gas industry. He has conducted investigations in the Americas, Asia, Africa, the Middle East, and Europe, led proactive risk assessments and the diligence of high-risk partners, assisted the development of numerous compliance programs, and advised on billions of dollars of transactions within the industry. For well over ten years, Richard traveled overseas in his sales responsibility for approximately 250 days per year.
In 2007, Richard was targeted by the US Department of Justice in part due to an investigation of a UN supply contract and was terminated by his employer. In that same year, as part of a cooperation agreement with the United States Department of Justice and subsequent Immunity from Prosecution in the United Kingdom, Richard assisted the United States, Great Britain, and other governments in their understanding of how FCPA, bribery and other export violations occurred and operated in international sales. Richard’s cooperation, which spanned three years of covert cooperation and two years of trial preparation and testimony, was one of the longest in a white-collar criminal investigation. In 2012, Richard was sentenced as part of his own Plea Agreement, and served fourteen-and-a-half months at a Federal Prison Camp. Richard was released in December of 2013.
Through his consultancy, Front-Line Anti-Bribery LLC, Richard now conducts corporate workshops and keynotes to 1) Sales, marketing and business development teams, 2) Leadership groups, including Boards, C-Suite executives, and functional leaders 3) Compliance groups, including control functions such as internal audit, finance and HR.

She previously served as an advisor to the Chamber of Deputies and the Senate of the Argentine National Congress, the National Audit Office, the Legislature of the Autonomous City of Buenos Aires, and Argentina’s Ministry of the Interior. She also served as Director of Legislation at the Ministry of Government of the Province of Córdoba.
As an international consultant, she has worked in numerous countries with organizations including IFES, UNDP, the Organization of American States (OAS), the Inter-American Development Bank (IDB), International IDEA, NEEDS, ERIS, CAPEL, Democracy International, Counterpart International, and UN Women, among others.
She is the author of numerous publications on transparency and anti-corruption, integrity, compliance, electoral systems, political party financing, artificial intelligence, and democracy.
